Fisherman's Wharf Forward Leasing and Activation Strategy
Staff presented the leasing strategy for vacant Fisherman's Wharf spaces following the Alioto's demolition. A 2-3,000 sq ft Fisherman's Grotto Cafe space facing the new plaza is being prepared with approximately $600,000 in improvements nested under the plaza construction contract. Four formal tenant offers were received; the Port expects a short-term lease (2-3 years) with percentage-rent-only structure and minimal TI. Target opening is summer 2026. Similar small-format strategies are being explored for Tarantino's and Nick's Lighthouse. The Fisherman's Wharf CBD will activate the plaza starting 2026. Commissioners debated signage revenue opportunities at upper floors, with President Gilman emphasizing local-serving offerings over tourism-only concepts and Commissioner Lee advocating for neon sign restoration. Commissioner Engblom suggested exploring upper-floor signage or jumbotron revenue.
The Commission approved Resolution 26-10 amending the Harbor Traffic Code in two ways: (1) reducing the overnight parking ban at Pier 70 by one hour (ending at 4am instead of 5am) to accommodate early-arriving bakery tenant employees who had been receiving tickets, and (2) converting a commercial loading zone on 19th Street to general metered parking to increase public access to Crane Cove Park and Pier 70 after the loss of the industrial shipyard tenant.
