Contra Costa's long-range transportation blueprint, the draft Countywide Transportation Plan (CTP) 2050, is moving into environmental review. The plan carries an unconstrained named-project list of about $21.6 billion and could add new conditions on the sales tax dollars cities depend on. At its July 16, 2026 meeting, the Technical Coordinating Committee (TCC) also pressed staff for clearer rules ahead of an Aug. 17 grant deadline and approved its consent calendar 13-0.
- Draft CTP 2050 enters environmental review; written scoping comments are due by Aug. 31
- Named projects total about $21.6 billion, roughly 78% of the plan's total cost
- Members warn proposed growth management changes could affect cities' access to return-to-source funds
- Call for projects closes Aug. 17; members demand clarity on required OBAG 4 documents
- Consent calendar approved 13-0, with seven members absent
The basics: The CTP is the Contra Costa Transportation Authority's (CCTA) countywide vision document. It feeds into the Metropolitan Transportation Commission's (MTC) regional Plan Bay Area 2050. An environmental impact report (EIR) assesses a project's or plan's environmental effects under state law.
