The Bay Area's transit operators are three months from a November 2026 ballot measure that staff say would raise about $980 million a year, and regional leaders are already writing the accountability rules. On Aug. 12, 2026, the Metropolitan Transportation Commission's Programming and Allocations Committee voted unanimously to fold early efficiency commitments from four major operators into its transit tracking plan. It also sent $257.5 million in bridge-toll construction dollars to the full Commission.

  • SB 63 efficiency strategies for AC Transit, BART, Caltrain and SFMTA move into MTC's Productivity Improvement Plan. Staff say no funds are withheld at this stage.
  • $257.5M in Regional Measure 3 funds advances: $192.5M for BART to Silicon Valley, $50M for BART core capacity and $15M for Vasco Road.
  • Draft 2027 TIP lists more than 400 projects and nearly $14 billion through FY2030.
  • San Jose and Santa Clara would get a Jan. 31, 2027 grace period to meet transit-oriented housing rules.

The basics: SB 63 authorizes the November 2026 regional sales tax measure. The Productivity Improvement Plan (PIP), adopted under MTC Resolution 4743, is MTC's existing tool for tracking operator performance commitments.
