UN Mission Finds Venezuela's Repressive Apparatus Fully Intact Despite Political Upheaval

The United Nations Fact-Finding Mission on Venezuela delivered a sobering assessment to the Human Rights Council: despite the dramatic removal of Nicolás Maduro following the Jan. 3 U.S. military intervention, the entire security and repressive infrastructure that enabled years of systematic human rights violations remains in place, unreformed and staffed by many of the same officials previously implicated in crimes against humanity. The mission documented new and escalating torture methods still in use in 2026, hundreds of political prisoners still behind bars, and armed civilian groups still operating as the state's outsourced enforcers.

• At least 12 officials previously linked to crimes against humanity remain in senior government positions with authority over security and human rights
• 325 to 450 people remain arbitrarily detained for political reasons, even as 800 to 1,000 prisoners have been released since September 2025
• Newly documented torture techniques — including underground confinement for up to three months and forced intubation — continue in Venezuelan prisons into 2026
• Armed civilian groups known as colectivos found to function as a state-coordinated repression network conducting surveillance, political targeting, and community control
• 26 of 37 documented detentions in the reporting period involved journalists, now held in short-term detention with post-release restrictions
• Venezuelan authorities have ignored two formal requests for mission access since the Jan. 3 intervention, maintaining the same non-cooperation stance as the Maduro government
