The map that decides which Bay Area neighborhoods get first claim on equity-focused transportation dollars hasn't changed since 2016, and staff told the MTC-ABAG Community Advisory Council on Aug. 7, 2026, that it shows its age. Members spent more time on the Equity Priority Communities (EPC) refresh than on any other item. They also weighed in on new rules for community-led transportation plans and pressed staff on a stalled disability access effort.
- EPC framework called dated and overextended: internal review finds it "retrospective, binary, place-based"
- Consultant RFP for public outreach on the EPC refresh closes Aug. 19
- Community-Based Transportation Planning (CBTP) guidelines for 2027–2031 add older adults and people with disabilities
- Members push stipends, childcare and translation so residents can take part in planning
- Revised work plan makes equity and accessibility the council's core priority
- Members say the disability community feels "let down" by slow Accessible Futures follow-up
The basics: Equity Priority Communities are census-based areas the region uses to target equity investment and analysis. Staff presented Phase One of a refresh, built on internal listening sessions with agencies and partners that already use the framework.
