If Bay Area voters approve a regional transit measure in November 2026, Alameda County's local share will go first to keeping buses and trains running. The Alameda County Transportation Commission voted 21-0 on June 25, 2026, to adopt that operations-first framework. It also awarded a $10.5M rail-crossing safety contract, after nine residents urged it to oppose lifting the I-580 truck ban.

  • SB 63 framework approved 21-0: $9M to $10M a year, with operations first for three years
  • Oversight doubts aired: Commissioners questioned BART and VTA accountability but still voted yes
  • $10.5M Clark contract starts rail-crossing safety work in Hayward and Livermore this summer
  • Contractor scrutiny: A commissioner flagged lawsuits against Clark Construction Group before the vote
  • Nine speakers oppose lifting I-580 big rig ban before Caltrans presents its study July 23

The basics: SB 63, the Connect Bay Area Act, took effect Jan. 1. It authorizes a 14-year transit funding measure on the November 2026 ballot in five counties. Alameda CTC directly controls the county's return-to-source share, meaning money that stays in the county. That share is estimated at $9M to $10M a year. It can pay only for transit operations, transit capital, the transit parts of complete streets projects, or paving on major transit routes.
